The program of viewpoint presented by the media Dr. Nabil Jassem on the television channel of the Tigris, on Tuesday (November 12, 2019) on the most prominent amendments implemented by the Council of Ministers on the draft law on the election of the House of Representatives submitted by the Presidency before being sent to the Council session today to Parliament.
Dr. Nabil Jassem said in special information revealed during the program that “the Presidency of the Republic sent a code of parliamentary elections law in Iraq, including in fact three laws combined are the law of elections to the House of Representatives and the law of provincial elections and the Independent High Electoral Commission.”
He added that “the Council of Ministers did not make any amendments to the law of provincial council elections and decided to postpone it to a date to be determined later did not make any amendment also to the Commission’s law and sent as it is.”
Dr. Nabil Jassim revealed during the program that “the Council of Ministers made two amendments to the election law of the House of Representatives, where he considered the province electoral district instead of the text of the presidency, which adopted the judiciary as an electoral district.”
He added that “the second amendment made by the Council of Ministers stipulated that the winner of the parliamentary seat is the highest candidate and added to it another paragraph stating that half of the parliamentary seats will be for party lists.”
Earlier in the day, the Council of Ministers approved, during its meeting, the law on the unified elections submitted by the Presidency of the Republic in what was referred to the House of Representatives and issued a number of resolutions.
The Information Office of Abdul-Mahdi, in a statement received (Baghdad today) a copy, that “the Council of Ministers held its regular session today, headed by Prime Minister, Adel Abdul-Mahdi.”
The statement added, “ The meeting witnessed discussion of a number of important bills, where the Council approved a draft amendment to the law of provincial council elections No. (12) of 2018 and paragraph the date of elections to be as follows:
According to the statement, the Council approved the “draft law of the High Electoral Commission and referred it to the House of Representatives on the basis of the provisions of Articles 61 / clause 80 / clause II of the Constitution, taking into account the observations established by the President of the Council of Advisors and Ministers regarding the options of the entire commission from the judiciary.” .
The Council of Ministers approved “the draft law on the election of the Iraqi Council of Representatives and referred it to the Council of Representatives, taking into account the observations approved by the Council of Ministers and confirmed by Mr. Chairman of the Council of Advisors, while the Council approved the recommendation of the Council of Ministers for Social Services on the appointment of a contract of the announcement of the appointment to vacant grades to be committed Subject to competence in accordance with the precedence in the contract with the availability of a functional degree and financial allocation in the self-financing companies winning and belonging to the Ministry of Communications.
According to the statement, the Cabinet approved the recommendation of the Ministerial Council of Energy as follows: Approval of the Ministry of Electricity to borrow an amount of (11913218) only eleven million nine hundred and thirteen thousand and two hundred and eighteen dollars for the purpose of processing materials loaned to the projects of power stations Samawa and Dhi Qar – the combined cycle of a loan The Iraqi Trade Bank of ($ 300 million) only three hundred million dollars in order to ensure the continuation of the projects within the deadlines set by the company (GE).
The statement added that “the Council also approved the issuance of instructions to facilitate the implementation of the law of the operation of higher degrees holders no. (Public company) and referred to the State Council for the purpose of auditing and then returned to the Secretariat of the Council of Ministers for referral to the House of Representatives. ”
During the meeting, the council decided to refer the second group (lot2) which includes the addition of turnkey units to turn 9 Siemens sgt800 units in Al-Zubaidiyah by 27% more than the estimated cost.
The Cabinet also approved, “authorizing the Minister of Finance the authority not to spend some of the amounts specified in the previous Cabinet decisions to allocate the emergency reserve for the purpose of securing the amount mentioned in paragraph (2), and the allocation of the amount of (12 billion) dinars, only twelve billion dinars to the security service the National”.
The Council of Ministers approved the recommendation of the Ministerial Council of Energy as follows: Approval of the Ministry of Electricity contracting for the Iraqi-Jordanian electrical interconnection project as far as financial powers are concerned. (82) for the year 1996 to reduce the fees stipulated in the table attached to the law imposing fees on vehicles for the purposes of maintenance of streets and bridges No. (40) for the year 2015 by (50%) for each type of vehicles specified in the said table.
The ministerial energy council’s decisions also included “reducing the fees stipulated in the numbered tables (1 and 2) attached to the Traffic Law No. (8) for the year 2019 in accordance with the percentages mentioned in the attached table of the Ministry of Interior’s book number: 30839 of 22 10/2019, and postponing the implementation of paragraph (c) of the Council of Ministers Resolution No. (360) of 2017 for a year from the date of issuance of this resolution, and the amendment of the Council of Ministers Resolution No. (237) of 2016 as follows: 3) of the said decision to lift the word bicycles from them, and add a new paragraph to (3) of the said decision and be in sequence (c) and read as follows: : (A lump sum fee of (100,000) dinars, only one hundred thousand dinars for two-wheel motorcycles and (300,000) dinars, only three hundred thousand dinars for three-wheel motorcycles).
