Urgent Mr. Sadr responds to Abdul-Mahdi by withdrawing confidence and departure

BAGHDAD: The leader of the Sadrist movement, Mr. Muqtada al-Sadr, responded to Prime Minister Adel Abdul Mahdi’s letter to him on Tuesday.

Mr. Sadr said in a statement received by the agency (Euphrates News) a copy of “the answer to your words, brother Adel Abdul Mahdi, I thought that the demand for early elections in which preserve your dignity.” 

“If you refuse, I call on brother Hadi al-Amiri to cooperate in order to withdraw confidence from you immediately and work together to change the Electoral Commission and its law and agree on radical reforms, including changing the provisions of the Constitution to put to the vote.” 

“If parliament does not vote, the people have to say what they say, leave,” Sadr said. 

Prime Minister Adel Abdul Mahdi on Tuesday sent a message to Sadr’s leader, Moqtada al-Sadr, calling for an agreement with the leader of the “conquest” Alliance, Secretary-General of “Badr” Hadi al-Amiri to form a new government so that the first resign.

The Council of Ministers held its regular session on Tuesday, October 29, 2019, under the chairmanship of Prime Minister Adel Abdul Mahdi.

The Council issued a statement, according to the media office of Abdul-Mahdi, which received (Euphrates News) a copy of the following decisions: –

Approval of the draft amendment to the Third Industrial Investment Law for the private and mixed sectors and referred to the House of Representatives.

• Approving the recommendations of the meeting of the border ports operations room on the accumulation of containers according to the following:

1. Exemption of containers jammed in the border ports where a judicial order was issued for destruction, as well as the containers jammed from 2004 until 31/12/2017.

2. Authorize the Minister of Finance the authority to donate or dispose of goods that have not been awarded the fundamental bid to the public sector in accordance with the law.

3. The General Company for Iraqi Ports disburses an amount of its revenues for the purpose of transporting goods left for destruction.

4. The General Company for Iraqi Exhibitions and the General Authority of Customs not to promote import licenses for companies and authorized managers that have abandoned containers for 6 months for the purpose of inclusion in the prevention system.

5. The General Authority of Customs used the yard allocated by the Municipality of Basra to store the confiscated goods in the area (brick – palm) belonging to the Directorate of the border region unpaid.

• Approving the following:

1. Exempting families displaced as a result of the security situation resulting from the entry of ISIS terrorist gangs from the amounts owed by receiving the ration from two different regions.

2. The Ministry of Finance shall amortize the amounts resulting from the said exemption (1).

• Approving the determination of the remuneration of contractors with the General Company for Air Navigation Services (if profitable), which number (150) air observers only from the relevant university specializations with a total amount of (750) thousand.

• Approved the recommendation of the Ministerial Council for Social Services on the preparation for the rainy season as follows: – Approval of the allocation of (7,500,000,000) dinars only seven billion five hundred million dinars to the sewage directorates in the provinces by the amount of (500 million) dinars only Five hundred million dinars for each province and the allocation of the amount (255 million) dinars only two billion and five hundred and fifty million dinars to the secretariat of Baghdad from the emergency reserve for 2019 to address floods and floods resulting from rain.

• Approved the approval of the Ministerial Council of Energy as follows:

Approving the contract with the company (north face) for the reasons and justifications established by the Ministry of Oil, taking into account that the financing of the contract will be from the revenues of the Ministry of Oil except for the instructions to implement government contracts.

• Approved the draft amendment of the unified retirement law No. (9) for the year 2014 and referred it to the House of Representatives.

Approval of the following:

1. The Inspector General appointed by the Diwaniyy Order (47) for the year 2019 shall be returned to his previous position if he is an employee and to the situation in which he was before his appointment as a general inspector. The assistant general inspector shall hand over the assets and files to the Integrity Commission in accordance with the law.

2. The Inspector General who is not covered by the Diwaniya Order (47) for the year 2019 shall be referred to retirement if he is (50) years and above.

3. The Inspector General who does not meet the same age requirement shall be transferred to the ministries and entities not affiliated with the Ministry or the Council of Advisors.

4. The documents, priorities and files in the offices of the general inspectors shall be referred to the Integrity Commission for taking the necessary legal procedures and shall be delivered by the competent inspector in accordance with the law.

5. Assets belonging to the offices of inspectors shall be transferred to the ministry or the entity not associated with the ministry to which it is attached.

6. The staff of the offices of general inspectors of permanent owners, contracts and procedures shall be referred to the ministry or the entity not related to the ministry of which the office is part and in accordance with the law.

7. The Integrity Authority and the Federal Audit Bureau shall have the right to choose the employees who are competent and impartial to work within their formations.

8. The disintegration of the Inspector-General shall be the last function of the Inspector General.

9. Ministers and heads of agencies shall propose the appointment of inspectors as Undersecretary, Adviser or Director General

Urgent Prime Minister’s Office: Issue arrest warrants and prevent travel to those accused of corruption

Parliament Speaker Mohammad Halbousi on Tuesday asked members of the House of Representatives to vote on lifting immunity for him and his deputies at the voluntary request of them personally.

“We have no immunity except the immunity of the people,” Halbousi said in a speech at the session after his demand.

The Iraqi Council of Representatives voted during the open meeting currently held to lift the immunity of any deputy accused of corruption after the file of the judiciary to the Council.

The council has decided to keep Monday’s session open to enact laws that meet the demands of the protests.
