The parliament ended its eighth session of the second legislative term of the first legislative year in the fourth parliamentary session under the chairmanship of Mr. Mohamed Halbusi on Wednesday with the attendance of 234 deputies to read the first two draft laws and voted on the appointment of Mohammed Jaafar Mohammed Baqir al-Sadr as an ambassador in the Ministry of Foreign Affairs.
At the beginning of the session, the Council voted to appoint Mr. Mohammed Jaafar Mohammed Baqer Haidar Al-Sadr as ambassador at the Ministry of Foreign Affairs on the recommendation of the General Secretariat of the Council of Ministers after the Council’s approval to add the paragraph to the agenda.
The President of the Council addressed the Foreign Ministry in order to confirm what was voted to end the proxy positions at the Ministry of Foreign Affairs and set a date for hosting the Foreign Minister in the Foreign Relations Committee in the presence of the Presidency of the Council.
Al-Halbusi also instructed the representative of the government in the House of Representatives Turhan Mufti to attend the Secretary-General of the Council of Ministers and members of the Prime Minister’s Office to hold a meeting with the Committee on Agriculture, Water and Marshlands and the concerned committees and wishes of the ladies and gentlemen deputies tomorrow at the Constitutional Hall to discuss the issue of floods.
In turn, the representative of the government in the House of Representatives to the Council of Ministers to dispense the emergency grant and the formation of a crisis cell to follow up the issue of floods in the provinces concerned in addition to the formation of a crisis cell in Baghdad in the event of permanent meeting.
The Presidency of the Council decided to defer consideration of the appeals submitted on the validity of the membership of some deputies to the next sessions because of the lack of quorum of two-thirds of the number of deputies.
The Council ended the first reading of the draft law on the first amendment to the law of civil printing presses No. (5) of 1999 submitted by the committees of culture, media, tourism, archeology, security and defense due to the dissolution of the Ministry of Information and the House of Freedom for printing after 9/4/2003 and to increase the license fees for the establishment of printing presses and shops covered by the provisions of the National Printing Law And the amendment of the amounts of fines and penalties imposed on violators of the provisions of the law in proportion to the current economic conditions and determine the competent authority to implement the law.
During the session, which was chaired by the First Deputy Speaker of the House of Representatives Hassan al-Kaabi, the first reading of the draft investment law of mineral, submitted by the Committee on Economy and Investment, for the purpose of encouraging and attracting investment in the field of mineral wealth and the promotion of this economic activity as the law of regulation of mineral investment No. 91 of 1988 Is no longer in line with the requirements of the mineral investment activity in addition to allowing the Iraqi private sector or foreign to enter into this investment.
The Council postponed the first reading of the draft law amending the Social Welfare Law No. 126 of 1980, submitted by the Labor, Social Affairs, Migration and Displaced Persons Committee at the request of the government representative.
It was also decided to postpone reading the report and discussing the draft law of the Sixth Amendment to the Implementation Law No. (45) of 1980 submitted by the Legal Committee at the request of the concerned committee for its maturity.
It was then decided to adjourn the meeting until next Saturday
