Parliamentary Finance announces important details on the budget {expanded}

(Baghdad: Al-Furat News) The Parliamentary Finance Committee announced important details about the federal budget for 2019.
The Committee said in a joint press conference held in the House of Representatives after the adoption of the budget attended by the correspondent of the agency {Euphrates News} that “worked from the early morning hours of Wednesday until the last hours of the night to achieve justice and reduce the budget deficit and end the suffering of the Iraqi people, That “the most prominent paragraph worked by the Committee is to stop the new loans from abroad and rely on internal lending from the Pension Fund.” 
She added that she “made a great effort and bleeding human beings to the Iraqi people to achieve the budget of 2019, which included a lot of treatments for the segments of society, including the delayed contracts in the Ministries of Interior and Defense and the allocation of salaries for madmen in schools in all provinces.
“The budget also dealt with other social issues, including the social protection network, health and education by carrying out important transfers and also worked to reduce and pressure spending and stop any new external borrowing,” noting that “this budget is characteristic of the rest of the budgets is the cessation of external borrowing.” 
“It dealt with a lot of problems where it allocated $ 3 trillion dinars for the development of regions in all provinces and trillion dinars to build a thousand new schools, and 500 billion dinars to the Ministry of Health and 500 billion dinars to meet the shortage of medicines if it happened, and 250 billion dinars to the social protection network and 200 Billion dinars extra for the ration card items. “
The committee also allocated 300 billion dinars to the Foundation of the martyrs, and the first time recognizes 400 billion dinars to start the actual establishment of the port of Faw and allocated an additional 152 billion dinars for the maintenance of dams and the distribution of more than one trillion dinars over the trillions of the provinces, and approved the allocation of funds for two important laws, Babylon, Iraq’s historic capital and Samarra, Iraq’s capital of Islamic civilization. ” 
“We also allocated a monthly tranche of 125 thousand dinars to all lecturers in all provinces, and the installation of all contracts of the Ministry of Electricity, whether investment or operational, and gave us the Council of Ministers permission to begin to install the procedure and contracts.
The committee also allocated 70% of the development of the provinces and 30% of the new projects. We also allocated additional funds to the Ministry of Higher Education and Scientific Research for 125 million dinars for the purpose of expanding student admission. We allocated more than 300 billion dollars to the Ministry of Housing and Construction to open the new international road. On the bridge of the two floors as well as the road [Abu Ghraib – Latifieh – Hala] and also allocated sums for the road Qar (architecture – Batir – Aldair). ” 
The Parliamentary Finance Committee pointed out “the allocation of funds to the Secretariat of Baghdad by 95 billion dinars and allocated sums for the road {Hawija – Kirkuk} and the road {Mosul – Erbil} and allocated amounts to Halabja and Sulaymaniyah to build a center for bone and cancer tumors, as we allocated to the University of Shatra in the province of Dhi Qar, Basra province allocated additional funds estimated at 100 billion dinars. “
The committee concluded its conference by saying that it “decided to limit the funds collected from the provinces added to the allocations of ministries.

Parliament approves the budget of 2019 and defends the cab for Thursday noon {expanded}

The Council of Representatives voted in its 28 th session held under the chairmanship of Mohammed al-Halbusi, Speaker of the House of Representatives early Thursday, in the presence of 287 deputies, on the Federal Budget Law of the Republic of Iraq for the fiscal year 2019 worth 133 trillion dinars (112 billion dollars).
At the beginning of the session, the Council voted against the approval of the appeals filed by Amal Mar’i Hassan al-Bayati on the validity of the membership of MP Jassim Hussein Muhammad Jabara and Basem Khazal Khashan on the health of MP Refah Khudair Jiyat and on the health of MP Siham Abbas Ali and Shaalan Abdul-Jabbar al-Karim regarding the health of the membership of MP Ali al-Sagri. 
The President of the Council and the sponsors of the appeals or those affected, called for recourse to the Federal Court. 
Ali Jassim Mohammed Khalifa was sworn in as a member of the House of Representatives instead of Abdul Hussein Abtan, who resigned. 
On another matter, the Council voted on the draft federal budget law of the Republic of Iraq for fiscal year 2019.
The revenues of the federal budget for the year 2019 in the {one hundred and five trillion five hundred and sixty-nine billion six hundred and eighty-six million and eight hundred and seventy thousand dinars} and the calculation of revenue from the export of crude oil at the rate of $ 56 per barrel and an export rate of 3 million and 800 thousand barrels per day. 
The expenses included in the bill include the allocation of {one hundred and thirty-three trillion and one hundred and seven billion six hundred and sixteen million and four hundred and twelve thousand dinars}, while the total deficit planned for the federal budget {twenty-seven trillion and five hundred and thirty-seven billion nine hundred and twenty-nine million and five hundred and forty-two thousand Dinar}.
For his part, stressed the President of the House of Representatives on the importance of the legislation of the financial budget for the year 2019 for its role in achieving development and serve the people, expressing thanks for the efforts made by the members of the Finance Committee through a series of intensive meetings to prepare the draft federal budget law and take the remarks of deputies in addition to coordination with the Office Prime Minister and various state institutions in this regard. 
After that, the presidency of the Council postponed the vote on the completion of the government cab for the quorum. 
President Halabousi decided not to agree to proceed with the completion of the ministerial cabin only in the presence of Adel Abdul Mahdi, the Prime Minister to view the remaining ministers. 
Then it was decided to hold the session on Thursday after the voting session on the budget law at 2:15 am

Iraqi Parliament Approves Budget for KRG Public Servants, Peshmerga Salaries

ERBIL — Iraqi lawmakers passes a measure from 2019’s budget bill on Wednesday that guarantees the monthly salaries for Peshmerga forces and public servants of the Kurdistan Regional Government (KRG).

“Together with lawmakers from all Kurdistan parliamentary blocs, we succeeded today to pass the article 10 from the budget bill, which secures Peshmerga and [state] employees’ salaries,” said MP Vian Sabri during a press conference after the session.

Since 2014 when then Iraqi government under Nouri al-Maliki’s leadership cut Kurdistan Region’s budget, the KRG was forced to announce an austerity measure that cut the salaries of the people on its payroll by half. The costly war against the Islamic State (IS) later the same year added to the economic crisis in the region.

According to the Kurdish lawmakers, today’s achievement in Baghdad will help the KRG to pay the salaries every month on time.

Parliament passes 50 articles of the budget so far

The House of Representatives voted on Wednesday on 49 articles of the General Budget Law of 2019. Article 14 of the budget was rejected.
A parliamentary source said in a statement to the ‘news’ that ‘the House of Representatives voted on 49 law of the federal budget of the Republic of Iraq for the fiscal year 2019’.

The Kurdistan Democratic Bloc in the Iraqi Council of Representatives, on Wednesday, the inclusion of the federal budget salaries of staff of Kurdistan and allocations Peshmerga.
