The Kurdistan Regional Council of Ministers met on Tuesday, headed by Prime Minister of Kurdistan Region, Najirvan Barzani, and the presence of Deputy Prime Minister Qubad Talabani.

At the beginning of the meeting, the Prime Minister talked about his recent visit to Baghdad and his meeting with Iraqi Prime Minister Haider Abadi, declaring that the two sides agreed to continue dialogue and coordination between Erbil and Baghdad.

He said that they demanded the implementation of the decision of the Iraqi Council of Representatives to consolidate the salaries and privileges of the families of the martyrs and Anfal in the region with the salaries and privileges of their peers in the rest of Iraq.

Barzani pointed out that the two sides discussed the reopening of the Erbil-Kirkuk road, and the readiness of the Kurdistan Region to re-export Kirkuk oil.

As for the upcoming Iraqi government, he stressed that the Kurdistan Region has no veto against anyone and that what is important to the Kurdistan Region is the government program and help this program to embody the rights and constitutional authorities of the Kurdistan Region and protect the common interests of both sides.

Minister of Martyrs and Anfal Affairs and Cabinet Secretary Amang Rahim presented a report to the Council of Ministers on the developments of the recognition of crimes against the Yezidis and other national and religious components as genocide, and UN Security Council Resolution 2379 To form an investigation team into crimes.

The Council of Ministers assessed this Security Council step as an important step in the declaration of crimes against the Yezidis, Christians and all national and religious components as genocide. The Council of Ministers mandated the High Commission to act as crimes calling for genocide in coordination with the international team.

The Prime Minister instructed the Commission to place all the evidence collected in the past four years at the disposal of the UN Panel for the purpose of punishing perpetrators of crimes against humanity and genocide and to benefit the Yazidis, Christians, and national and religious components from reparations.

It also called on the Iraqi government to take into account the involvement of representatives of the Kurdistan Region of judges and legal experts in this area in the implementation of the Security Council resolution.

The Council of Ministers stressed the continuation of its policy in the protection of religious rights and freedoms, which is one of the basic principles of human rights, and believes that the right of every citizen saved in the selection of his faith, and the Kurdistan Region is a bunch of diverse religious and national components and that its strength lies in this diversity, The government will continue to maintain the Kurdistan Region as a safe place for society.

During the second paragraph of the meeting, the Minister of Finance and Economy presented a report on the Ministry’s preparations for drafting the draft financial budget for 2019, after the preparation of this project has stopped since 2014 as a result of the financial crisis.

He also talked about the steps taken to estimate the general imports and expenditures, pointing out that he began to talk with the ministries in this regard.

The Council of Ministers expressed its support for the step of the Ministry of Finance, and called upon ministers in coordination with the Ministries of Finance, Economy and Planning, in this regard.

In another paragraph of the meeting of the Council of Ministers of the Kurdistan Region, the Council approved a proposal submitted by the Ministry of Finance to exempt those who have debts on rent allowances or purchase of real estate and property of the state, the benefits and penalties delay, to pay their wages and allowances of previous years within 90 days Work for the Ministry of Finance and Economy.
