Central Bank stresses the banks not to sell the dollar to its branches in Kurdistan

According to a document issued by the Central Bank seen by Mawazin News, “Based on the decision of the House of Representatives No. 58 in 2017/10/12 on the non-sale of foreign currency to banks operating in the region or have branches in it, the Central Bank confirms commitment to this the decision”.

The document stressed that “the failure of any bank to comply with this decision and within one week of its implementation, the bank will be prevented from entering the window of sale of foreign currency with the Central Bank of Iraq.

He added that Arbil plans to invest most of it in the infrastructure of the region, and that the agreement provides for the payment of “Ross Oil” billion dollars as a pre-payment to the region to pay debts due to Erbil of the UAE company “Dana Gas.”
He added that the second billion, the region intends to direct the construction of a pipeline to transport gas from Erbil to the Turkish port of Ceyhan. According to Saber, the investment of the third billion to develop five oil fields, namely: Avana, Bi Hassan, Miran, Ayn Zalah, and Baguan.
He pointed out that the second and third billion did not pay and did not start the gas pipeline project, noting that some oil fields are in the hands of Iraqi forces, not in the hands of the Kurdistan Regional Government, which means that “Ross Oil” will not risk investing in these fields.
In February, Ross Oil and Erbil signed a package of agreements, including an agreement on oil and gas cooperation, and an agreement under which the Russian company will purchase crude oil from the region from 2017 to 2019.
In October last year, Ross Oil and the Kurdish region signed documents to start implementing a profit sharing agreement from the development of the five oil fields. On October 20, Ross Oil and Erbil announced the start of a project to operate an oil pipeline in Kurdistan.
The Russian company said that its share in the pipeline project is up to 60%, while KAHR group operating pipeline will retain a share of 40%.
Rossneft expects 670 million barrels of oil at the five sites. The Russian company said in October that it would pay for the $ 400 million studies and drilling, which would receive 80 percent of the project’s profits.
