Al Abadi makes promises for post-Daesh Iraq—but can he keep them?


His pledge to place arms exclusively in the hands of the state contradicts his support to arm Shiite militias

Beirut: Speaking at a dialogue conference on Saturday, organised by parliament, Prime Minister Haidar Al Abadi outlined a seven-point roadmap Iraq after the eventual defeat of Daesh.

Al Abadi assured Iraq’s neighbours that the Iraqi Army will never be used to threaten them, saying: “Fear not from Iraq or for Iraq.”

He promised to restore life to liberated cities like Ramadi, and ones that are close to liberation, like Mosul in northern Iraq, which has witnessed fierce battles between government troops and Daesh militants since last October. Additionally, Al Abadi pledged to uphold reconciliation and peaceful co-existence among the country’s numerous ethnic and religious communities, but warned that the fight against Daesh will not be the last for Iraq, expecting other radical terrorist organisations to emerge, feeding off years of war, militia-rule, and occupation.

Al Abadi also pledged to place arms exclusively in the hands of the state, saying that non-state players and militias will not be tolerated.

His pledge, however, directly contradicts his endorsement of a controversial parliamentary decree issued in November, which gave powerful Shiite militias the legal right to carry arms.

The Hashed Al Shaabi (Popular Mobilisation Committees) are estimated to have between 100-120,000 fighters, bankrolled by Iran.

Similar to the Lebanese Shiite militant group Hezbollah, these militias essentially function as a state-within-a-state.

Iraq’s Sunni population has decried the decision.

Meanwhile, attacks in Baghdad have increased. In December at least 28 people were killed in a double suicide blast claimed by Daesh.

The terrorist group often carries out suicide bombs in the capital when they are undergoing heavy losses elsewhere.

Now the group has lost control of nearly all of east Mosul, as government forces push ahead with the offensive to liberate Daesh’s last major stronghold in the country.

On Sunday, Iraqi security forces killed more than 125 Daesh militiamen in retaliation, all in eastern Mosul, and another 40 were wiped out as the Iraqi Army advanced toward the east bank of the Tigris River.

Over the weekend, government troops re-took Mosul University, where Daesh used its labs to build explosives, weapons, and chemical devices.

Observers would agree with Al Abadi’s assessment that the threat of Islamist militancy will not disappear overnight and also point to the extremely fertile environment for terrorist groups to flourish in both Syria and Iraq—both countries tainted by war, foreign intervention and rampant corruption.

The societies in which Daesh flourished were suffering from long-term plagues like military rule, sectarianism, lack of social mobility, joblessness, unequal distribution of wealth and mediocre education.

Those who joined Daesh did so not only because of the money; they did it because their former societies had fallen apart and failed them, leaving them to rot in poverty and ignorance.



KRG to Iran on Saudi consulate row: no one is entitled to request that a consulate be closed in Erbil

ERBIL, Kurdistan Region–No one is entitled to request that a consulate be closed in Erbil, the Kurdistan Regional Government (KRG) said Sunday in a statement responding to remarks made by an Iranian top commander who warned Friday that the Saudi Arabia consulate should leave the Kurdish capital.
“The existence of foreign consulates and diplomatic missions in the Kurdistan Region is in accordance with the Iraqi and Kurdistan Region’s laws” the KRG’s statement said. “Their works and activities are also within the framework of these laws. No one is entitled to request that a consulate be closed in the Kurdistan Region.”
An Iranian top commander warned on Friday that the consulate of Saudi Arabia should leave the Kurdish capital of Erbil because, he thinks, their presence in the Kurdistan Region destabilizes peace and causes chaos.
Mohammad Hossein Rajabi, the commander of the powerful Islamic Revolutionary Guards (IRGC) in the Kurdish province of Kurdistan, northwestern of Iran, also raised questions about the presence of more than 30 regional and international diplomatic representations in Erbil, Iran’s Tasnim News Agency reported.
The KRG said it is not the first time the IRGC commanders make such remarks. “This is an unjustified meddling in the internal affairs of Iraq and the Kurdistan Region.”
“The question is that what the Saudi Consulate is doing in Kurdistan?” Rajabi asked as he explained that Saudi Arabia does not share a border with Kurdistan Region, therefore there is no need for them to be based in Kurdistan. “How many Arab people are there so that they need to provide services for them from there? That is why there is no justification for their presence, because their goal is to cause chaos and destabilize peace.”
“It is true that we protect [our] security, but the Saudi Consulate is betraying the people of Iraqi Kurdistan, too.” Rajabi claimed before warning that “They have to leave [Erbil] because the people of Iraq do not need them.”
The KRG called Rajabi’s remarks “irresponsible” that are in no way in favor of the relations between both sides.
“The Kurdistan Region – while wishing to have friendly relations with its neighbors, regional states and the rest of the world – hopes that Tehran takes a serious stance on these irresponsible statements and also takes steps to prevent them from recurring,” the KRG’s statement read.
“These unacceptable statements are in no way in favor of the friendly relations between the Kurdistan Region and the Islamic Republic of Iran. We reject them in every way.” the statement added.
In a ceremony attended by Prime Minister Nechirvan Barzani and other senior officials, the Japanese consulate opened its doors for the first time on Wednesday, joining dozens of other countries who have representations in the Kurdistan Region.
Kurdish officials often regard the presence of these diplomatic missions in Erbil as a success for the Kurdish diplomacy.
President Masoud Barzani also met with foreign representatives in Erbil on Thursday.
Iran has a consulate in Erbil, and another in Sulaimani, while Saudi Arabia has only one consulate in the capital Erbil, opened last February.
“The presence of 30 consulates in Iraqi Kurdistan is not normal,” Rajabi noted, “they are not there to conduct state affairs or serve the host people, but rather many of them are there for espionage, cowardly act and mobilization.”
“We are surprised that a neighboring country is trying to interfere in our internal affairs and dictate ways of doing things for us,” Falah Musafa, the KRG’s foreign minister told Rudaw on Saturday, “We are respecting our relations with our neighbors, and we hope for this relation to be marked by mutual respect and mutual understanding.”
Mustafa repeated the KRG policy that they do not want to become part of the wider regional rivalries between the Sunni majority Saudi Arabia and the Shiite majority Iran.
“We are not a threat to any country, and the proof to that is our past. We are open in our policy, and we will not become a part of a regional or global rivalry. And if [certain] countries have rivalries, we hope that they will not bring that to Kurdistan Region, because we are concerned about the peace, stability, and welfare of our people.”
Rajabi’s remarks come amid rising tensions between Tehran and Riyadh that escalated in the aftermath of the Hajj stampede in Mecca in September 2015 and the Saudi execution of Shiite cleric Sheikh Nimr al-Nimr last January.
Iran and Saudi Arabia also are on opposite ends of the wars in Syria and Yemen.
