Act the general budget of the Federal Republic of Iraq for the fiscal year {2017}
{{first chapter}}
revenue
Article 1
first:
a -tkdr the federal budget for the financial year / 2017 of $ {79,011,421,000} thousand dinars {seventy – nine trillion and eleven billion four hundred and one and twenty million revenue BD}, as shown in {table / a revenue according to setup} attached to this law.
b -ahtsab revenue from the export of crude oil at a rate of {42} {forty – two dollars} per barrel and the rate of export of {3750000} bpd {three million seven hundred and fifty thousand barrels a day} , including {250000} bpd {two hundred and fifty thousand barrels a day} for product quantities of crude oil in the Kurdistan region and {300000} barrel {three hundred thousand barrels a day} for quantities of crude oil product by the province of Kirkuk on the basis of exchange {1182} dinars per dollar rate and that all revenue actually income once the public treasury of the state to account.
Secondly ,
ministries and departments not associated with the Ministry and the provinces committed to the enrollment of all cash amounts of the grants that get under thememoranda of understanding with foreign governments or institutions of income once the Treasury Federal public and to the Federal Ministry of Finance re -allocated to the purposes for which it was awarded for her and in coordination with the Ministry of Federal planning.
Third ,
restrict the amount of donations given to ministries and departments not associated with the Ministry and the provinces after the acceptance of the Federal Minister ofFinance income once the public treasury of the Federal, that the Federal Minister ofFinance for allocation to the ministry allocations or entity is associated with theMinistry of the Exchange in accordance with the purposes for which it was awarded to her.
Fourth ,

Article 2
first: expenses
allocated an amount of {95,062,262,490} thousand dinars {ninety – five trillion and sixty two billion , two hundred and sixty – two million four hundred and ninety thousand dinars}. For the expenses of ministries and departments not associated with the Ministry of Finance for the year 2017, and when adding the amount of thepremium domestic debt and external of {5608898300} thousand dinars {five trillion six hundred and eight billion, eight hundred and ninety – eight million three hundred thousand dinars}, total expenditures for the fiscal year will be 2017 {10,067,160,790} thousand dinars { one hundred trillion Six hundred and Seventy – one billion one hundred and sixty million seven hundred and ninety thousand dinars} distributed according to {field / 3 total expenses} of {table / b expenditure by ministries} attached to this law
a sum of $ {25,454,018,000} thousand dinars {twenty – five trillion, four hundred and four fifty – eight billion ten million dinars} project expenditures distributed according field {/ 2 investment projects expenses} of {table / b expenditure by ministries} attached to this law. Including the amount of {4254018000} thousand dinars {four trillion two hundred and fifty – four billion eight ten million dinars} through foreign loans.
B amount of {75217142790} thousand dinars {Seventy – five trillion, two hundred and seventeen billion one hundred and forty – two million seven hundred ninety thousand dinars} current expenditure in accordance with the {field / 1-current expenditure of {table / b expenditure by ministries} attached to this law.
c allocated an amount of {112 906 151} thousand dinars {hundred and twelve billion nine hundred and six million one hundred and fifty thousand dinars}, contingency reserve within the provisions of other expenses to the budget of the Federal Ministry of Finance out of allocations mentioned in item {first-b} referred to above and to the cabinet to increase the said amount to no more than doubled.
d allocated an amount of {500000000} thousand dinars {five hundred billion dinars} for { reconstruction and development of the regional and provincial projects ,including Kurdistan} out of the assignments referred to item {first / a} article {2} above is distributed according to the population of each province and carried out as follows: –

-karz Japanese International Cooperation Agency {JICA Event} with $ {1500} million {thousand five hundred million dollars} will be financing amount {300} million {three hundred million dollars} in 2017, for the purpose of financing projects for the ministries of oil, Construction and Housing and municipalities and public works, water resources, electricity, industry and minerals, health, communications, transportation, and all of the Ministry of Health and the electricity of the Kurdistan region .
-karz development Bank of the German {KFW} with $ {500} million euros {Five hundred million euros} Pmaiedl {600} million {six hundred million dollars}, theamount of it {190} million {hundred and ninety million dollars} to finance reconstruction projects areas liberated from terrorism to 2017.
Italian -alkarz with $ {160} million {hundred and sixty million dollars}, and will be financed {133.6} million {One hundred and thirty – three and six hundred thousand dollars} projects each of the ministries of water resources and agriculture.
-alkarz US amount of $ {2700} {Two million dollars billion and seven hundred million dollars} to finance the needs of the Ministry of defense. And it will be funded by anamount {1652} million {billion, six hundred and fifty – two million dollars} from 2017.
World Bank -karz amount of {500} million {five hundred million dollars} to finance projects for the benefit of the Ministry of Electricity, the Municipality of Baghdad, Construction and Housing and public municipalities, Ministry of Finance and will be financed in the amount of {140} million {hundred and forty million dollars} from 2017.
– authorized the Ministry of Finance to negotiate and borrow from the British export Bank on the financing of infrastructure projects , including {water, sewer, and water desalination} with $ {10} { ten billion pounds sterling} that above one hundred million dollars} of the amount is funded amount {100} million {during the year / 2017 for desalination projects within the province of Basra.
-alkarz Swedish amount of {500} million {five hundred million dollars} to finance projects The Ministry of Electricity by {ABB} and guarantee {EKN} will be financed from the amount of {150} million {one hundred and fifty million dollars} projects theministry in question.
D. – authorizes the Federal Minister of Finance after the cabinet purchase approval from the two companies two Chinese {Norpenneko poly} of { 2500} million {two billion five hundred million dollars} for the purpose of buying weapons and ammunition in a manner of payment term for each of the interior and defense ministries and the Authority the popular crowd and a fight against terrorism and will be funded by an amount {833} million {eight hundred and thirty – three} million dollars from 2017.
E- – The government is issuing bonds to pay dues of contractors and farmers for theyears {2014.2015, 2016.2017}, after being examined by the Federal Office offinancial supervision in the case of inadequate estimates earmarked part of the federal budget for 2017 to cover the entitlements above Vlcil Minister propose asupplementary budget during the financial year mentioned.
{{Chapter
III}} General and final provisions
Article -3 –
limits the exchange of funds the main accounts of the expenses {compensation ofemployees, supplies services, intermediate goods, asset maintenance, capital expenditures, grants and subsidies and debt service, interest and other expenses, commitments and contributions Foreign aid, special programs, social welfare} and expenses of the projects approved in the general budget of the Federal Republic ofIraq by the Federal Minister of Finance. The concerned minister or the head of thebody is related to the Ministry or the Governor or President of the Provincial Council of the power to exchange directly in the light of the earmarked funds within itsannual budget and for the purposes set them under the spending approved by theMinister of Federal financial plan may not enter into a commitment to certifying more than what is intended in the general budget Federal.
Article -4 –
a-Federal Minister of Finance the power to conduct transfers between funds of thegeneral budget of the Federal Republic of Iraq ratified in the annual federal budget at the level of the doors, sections and chapters and articles and types and sequence type and for each individual case.
b -ajul ministers and heads of departments not associated with Ministry and governors of the provinces is associated with the province the power to conduct transfers between funds and spending units included in the annual their budget by only {5%} {five percent} of the unit exchange for the unity of the other exchange is reduced allocations except for transfers of funds capital projects , taking into account the provisions of subsection { 8} section {9} of the financial management Act No. {95} for the year / 2004 that are not transfers of capital project expenditures allocations to current expenditures and to be notified of the Ministry of Finance / Department budget authorized to transfer for the purpose of marking.
c-authorizes the ministers and heads of agencies is related to the Ministry, governors and heads of provincial councils is related to the Ministry the power toconduct transfers between funds chapters ongoing {service / commodity expenses / maintenance of assets} approved spending units included in the annual budgets approved in the annual federal budget and that the notice of the Ministry of Finance / Department budget authorized to transfer for the purpose of marking

for the {contingency reserve} set forth in item {First / c} article {2} of the Act for thepayment of incidental expenses after the entry into force of this law if needed urgent spending without being bound {local tunnels} and the lack of allocation to cover this need reduction {3} billion dinars {three billion dinars} for each case . If the amount exceeds the limit mentioned aggregated approval of the Federal Council of Ministers a proposal from the Federal Minister of Finance and the Federal Minister of Finance to prepare regulations for the use of the allocations emergency reserve within theImplementing Regulations of annual federal budget.
Article -6 –
First , using the approved appropriations in this law to 31 / December of the year

Second restrict the revenue earned during the financial year / 2017 revenue of thefederal public budget until 31/12 / 2017, while the income received after the end of the financial year / 2017 are recorded revenue of the general budget of the federal fiscal year 2018
Article 7
shall not make any transfers within the allocations {reconstruction and regional development projects and the provinces} among the provinces.
Article 8
authorizes the Minister of Construction and Housing, municipalities Federal public authority to make transfers between own resources to the budgets of municipal institutions within the same province and conduct transfers within the service and merchandise expense and maintenance for each municipality institution.
Article 9
First ,
determine the share of the Kurdistan region by {17%} seventeen percent of the total actual expenditures shown in {table / d expenditures ruling} attached to this law and paid by the Federal Ministry of Finance and the approval of the Prime Minister.
Second ,
determine the ratio {17%} seventeen percent of the Kurdistan region of total spending , the actual
{current expenditures and expenses of the investment projects} the federal public budget of the Republic of Iraq ratified after excluding expenses of the sovereign {House of Representatives, the presidency, cabinet Secretariat, the Prime Minister, Ministry of Foreign Affairs, a counter – terrorism, the Department of defense, theFederal Court, the independent electoral Commission for elections , including election expenses, the accountability and justice, body suits property, except for thecompensation, the Office of the Inspector General of property claims, the Iraqi body of radioactive sources, Iraqi National intelligence Service, the Office of the Inspector General on the National Iraqi intelligence, integrity Commission, Office of financial supervision, the UN High Commissioner for Human rights, wage negotiations and legal claims, administrative and financial expenses Print bonds and credit rating ofexternal debt, for international auditing firm and the Committee of financial experts, to contribute to the cost of producing crude oil source, the amounts of Arab and international contributions , including the contributions included in each of {the Department of defense, the House of Representatives, Office of financial supervision, the State General Secretariat of the Council of the Ministry of Minister}, travel and Nationality Directorate expenses, leadership and projects of border crossings, travel and citizenship, borders and card unified border forces, theNational security Council, wages source of crude oil through Turkey transfer, co -financing, port projects, railway projects, dam projects and public benefit, airspace management projects, Supreme Committee for the Relief and sheltering displaced expenses, interest on World Bank loans, interest on the IMF loans, the benefits ofthe JICA loan, interest on the Italian loan, interest on the IDB loan, interest on theBank of Japan loans for international cooperation JBIC, the benefits of a German loan , the benefits of a US loan, interest on deferred payment agreements, interest on the restructuring of external debt structure of the Paris Club countries, interest on the restructuring of external debt structure on countries outside the Paris Club, theinterest on foreign bonds for amortization, interest on the entitlements of the Arab Monetary Fund, benefits the treasury transfers {auction}, the benefits of the remittances the old Treasury, the benefits of treasury transfers under the statutory reserve by each of the Rafidain and Rasheed Iraqi trade Bank by year / 2015 budget law, the benefits of treasury transfers by Money trade Bank of Iraq under thebudget for the year / 2015 Act ، فوائد حوالات الخزينة بموجب حوالة التمويل لشركات النفط الاجنبية بموجب المادة {34} من قانون موازنة عام /2015 من قبل كل من مصرفي الرشيد والرافدين والمصرف العراقي للتجارة، فوائد حوالات الخزينة المخصومة لدى البنك المركزي العراقي بموجب قانون موازنــة عام /2016، فوائد حوالات الخزينة عن طريق صندوق التقاعد بموجب قانون موازنة عام 2015، فوائد القروض بموجب قرار مجلس الوزراء رقم {314} لسنة 2014 من قبل المصرف العراقي للتجارة لصالح وزارة الكهرباء، فوائد القروض الممنوحة من قبل المصرف العراقي للتجارة بموجب قانون موازنتي عام 2015 و 2016، فوائد السندات الوطنية بالدنانير العراقية بموجب قانون عام 2016، فوائد حوالات الخزينة بموجب قراري مجلس الوزراء المرقمين {97} و{400} لسنة 2013 من قبل المصارف الحكومية، فوائد حوالات الخزينة بموجب قرار مجلس الوزراء رقم {50} لسنة 2014 لتمويل عجز الموازنة، فوائد حوالات الخزينة بموجب قراري مجلس الوزراء المرقمين {47} و {70} لسنة 2015، اقساط اصدارات حوالات الخزينة القديمة، تسديد اقساط حوالات الخزينة {المزادات}، تسديد السندات المحلية لعام 2015 { سندات عملة الدولار}، تسديد اقساط اعادة هيكلية الديون الخارجية لدول نادي باريس، تسديد اقساط اعادة هيكلية الديون الخارجية لدول خارج نادي باريس، تسوية الديون في الخارج، التسوية النقدية للديون الصغيرة للقطاع الخاص في الخارج، تسديد مستحقات صندوق النقد العربي عن اتفاقية اعادة هيكلية مديونية العراق، اقساط قروض البنك الدولي، اقساط القرض الامريكي.
ثالثا :
تراعى حصص المحافظات غير المنتظمة في اقليم بنسبة عدد سكانها من اجمالي النفقات الفعلية المبينة في {الجدول /د النفقات الحاكمة} الملحق بهذا القانون بعد استبعاد حصة اقليم كردستان البالغة {17%}.
رابعا:
عند حصول زيادة او انخفاض في اجمالي نفقات الموازنة العامة الاتحادية تضاف او تخفض حصة اقليم كردستان تناسبيا” مع هذه الزيادة أو النقصان مع مراعاة احكام البندين {ثانياً وثالثاً} من هذه المادة بما فيها التعديلات التي تجري على النفقات السيادية والحاكمة من مناقلة تخصيصاتها الى نفقات عامة بنفس النسبة المذكورة اعلاه وعلى وزارة المالية الاتحادية اجراء التسوية باحتساب حصة اقليم كوردستان في ضوء المصاريف الفعلية للسنوات السابقة التي تظهرها الحسابات الختامية المصادق عليها من قبل ديوان الرقابة المالية الاتحادي.
خامسا:
تخصيص نسبة من تخصيصات القوات البرية الاتحادية للجيش العراقي الى قوات البيشمركة حسب النسب السكانية باعتبارها جزءا من المنظومة الامنية العراقية.
المادة-10-
أولا:
أ -يقوم ديوان الرقابة المالية الاتحادي بالتنسيق مع ديوان الرقابة المالية لإقليم كردستان باحتساب وتحديد الايرادات الاتحادية المستحصلة في الاقليم لهذه السنة وتقوم وزارة المالية في الاقليم بتحويلها الى وزارة المالية الاتحادية شهريا.
ب ــ تتم تسوية المستحقات بين الاقليم والحكومة الاتحادية للسنوات 2004 ولغاية 2016 بعد تدقيقها من قبل ديوان الرقابة المالية الاتحادي بالاتفاق مع ديوان الرقابة المالية للإقليم {واعتماد تقرير ديوان الرقابة المالية الاتحادي المرقم {5445} في 26-3-2014.
ثانيا: عند عدم قيام الإقليم بتسديد الإيرادات الاتحادية المستحصلة الى الخزينة العامة الاتحادية تقوم وزارة المالية الاتحادية باستقطاع الحصة المحددة بموجب البند {اولا”} من هذه المادة بما يعادل الايرادات المخطط لها في الموازنة الاتحادية وتجري التسوية الحسابية لاحقاً.
ثالثا: في حالة عدم ايفاء اي طرف {الحكومة الاتحادية، حكومة اقليم كوردستان} بالتزاماته النفطية او المالية المتفق عليها في هذه الموازنة يكون الطرف الاخر غير ملزم بالإيفاء ايضاً بالتزاماته نفطية كانت او مالية.
المادة -11-
يعاد النظر في حصة اقليم كردستان والمحافظات غير المنتظمة في إقليم في الموازنة العامة الاتحادية لسنة /2017 وما بعدها في ضوء نتائج الاحصاء والتعداد السكاني لسنة/2017 وعلى ان يتم في ضوئه تحديد المبلغ الحقيقي لحصة الاقليم او المحافظة غير المنتظمة في إقليم في الموازنة العامة الاتحادية لسنة/ 2018 وعرض الفرق على مجلس الوزراء الاتحادي لتسويته.
المادة –12-
أولا: تلتزم الوزارات الاتحادية والجهات غير المرتبطة بوزارة بـ{الجدول/ ج }عدد القوى العاملة للوزارات والدوائر الممولة مركزياً لسنة/2017 الملحق بهذا القانون.
ثانيا:
تلتزم الوزارات والجهات غير المرتبطة بوزارة {الممولة ذاتياً او مركزياً} بإعادة تعيين اعضاء المجالس {المحلية والبلدية والمحافظات والنواب} الذين تركوا وظائفهم نتيجة انتخابهم ومن الدرجات الشاغرة نتيجة حركة الملاك خلال سنة 2017 وتحتسب الفترة التي قضاها العضو في المجالس اعلاه خدمة لأغراض العلاوة والترفيع.
ثالثا:
على الوزارات الاتحادية ايقاف التعيينات ضمن التشكيلات التابعة لها من الشركات العامة والهيئات والمديريات الممولة ذاتيا التي تتلقى منحة من الخزينة العامة الاتحادية للدولة او القروض من المصارف الحكومية على ان تحذف الدرجات الوظيفية ضمن مفردات ملاك الجهات مدار البحث عند شغورها بسبب النقل او الاحالة الى التقاعد او الاستقالة او الوفاة باستثناء دوائر الماء والمجاري ومؤسسات البلدية التابعة لوزارة الاسكان والاعمار والبلديات العامة وامانة بغداد.
رابعاً:
لوزير المالية الاتحادي استحداث الدرجات الوظيفية لمنتسبي الشركات العامة والهيئات والمديريات العامة الممولة ذاتياً والتي تتلقى منحة من الخزينة العامة للدولة نتيجة لنقل خدماتهم الى ملاك الدوائر الممولة مركزياً لتغطية احتياجاتها من الموظفين.
خامساً:
أ-مع مراعات البند ثانياً من هذه المادة على الوزارات الاتحادية كافة والجهات غير المرتبطة بوزارة والمحافظات ايقاف التعيينات على حركة الملاك ضمن التشكيلات الممولة مركزيا.
ب- ولمجلس الوزراء وبناءً على مقتضيات المصلحة العامة استثناءً أياً من التشكيلات المنصوص عليها بالفقرة {أ} من هذا البند من التقييد الوارد فيه.
سادسا:
يمنع التعيين في دوائر الدولة كافة بأسلوب التعاقد مع امكانية تجديد العقود السابقة في حالة وجود ضرورة لذلك.
المادة –13-
اولاً:
على الوزارات والجهات غير المرتبطة بوزارة التنسيق المسبق بينها وبين وزارة التخطيط و المحافظات عند اختيار المشاريع وتصدر كل وزارة او جهة غير مرتبطة بوزارة خطة توزيع المشاريع وتعلم المحافظات بها ويلتزم بالنسب السكانية المقررة لكل محافظة لضمان عدالة التوزيع باستثناء المشاريع الستراتيجية التي تستفيد منها اكثر من محافظة وعدم التداخل بين المشاريع المدرجة ضمن خطة تنمية الاقاليم وتخول صلاحيات الوزير الى المحافظ المعني بالإعلان والاحالة والتنفيذ للمشاريع الوزارية {الصحة ،الاعمار والاسكان والبلديات العامة، التجارة، الزراعة، العمل والشؤون الاجتماعية، الثقافة، الشباب والرياضة} دون مبلـــــــغ {10} مليار دينار {عشرة مليارات دينار} بعد مناقلة المبالغ من حساب الوزارة الى حساب المحافظة باستثناء المشاريع المقترحة لعام /2017 والمتعلقة بتحديث التصاميم الاساسية والتفصيلية لمراكز المدن والدراسات الهيكلية للمحافظات ودراسة تنمية المناطق المتضررة والحفاظ على المناطق التاريخية والمناطق ذات الطبيعة التراثية والمحميات الطبيعية وعلى ان تصدر وزارتا التخطيط والمالية الاتحاديتان جدولاً بالمشاريع المعنية لكل محافظة ويخول وزيرا المالية والتخطيط الاتحاديان اصدار التعليمات اللازمة لتسهيل تنفيذ ذلك.
ثانيا:
للمحافظة تكليف اي وزارة من الوزارات الاتحادية وحسب الاختصاص لتنفيذ المشاريع في تلك المحافظة على حساب تخصيصات {اعمار وتنمية الاقاليم والمحافظات} المخصصة لها.
المادة -14-
لوزير المالية الاتحادي صلاحية اضافة تخصيصات لغرض اطفاء السلف المثبتة من 1/1/2008 لغاية 31/12/2016والتي صرفت نتيجة لقوانين نافذة وقرارات من مجلس الوزراء وبعد ان يتم تدقيقها من قبل ديوان الرقابة المالية الاتحادي ومصادقة مجلس الوزراء الاتحادي عليها.
المادة -15-
اولا -تعمل الوزارات والجهات غير المرتبطة بوزارة والمحافظات على التوسع في فتح باب الاستثمار الخاص والمشاركة مع القطاع الخاص بحدود اختصاصاتها كلما كان ذلك ممكناً، ولها بموافقة مجلس الوزراء الاستثمار والمشاركة مع القطاع الخاص.
ثانياً -ولمجلس الوزراء استثناء الجهات المحددة في البند {اولا} من هذه المادة من احكام القوانين النافذة وبما يسهل التوسع في الاستثمار والمشاركة مع القطاع الخاص.
المادة -16-
أ -لوزير المالية الاتحادي زيادة الاعتمادات المصدقة واللازمة لتغطية كلف الاعمال التي يقوم بها المركز الوطني للمختبرات الانشائية والمركز الوطني للاستشارات الهندسية التابع لوزارة الاعمار والاسكان والبلديات والاشغال العامة بحدود 50% من الايرادات المتأتية عن تنفيذ تلك الاعمال استثناءً من القسم {1} من قانون الادارة المالية رقم 95 لسنة 2004 او اي قانون يحل محله، وعلى ان تصرف المبالغ لتطوير المركزين ودعم كوادرها الفنية والإدارية ضمن تصنيف حسابات المنح والاعانات وخدمة الدين والمصاريف الاخرى.
ب – لوزير المالية الاتحادي زيادة الاعتمادات المصدقة واللازمة لتغطية كلف الاعمال التي يقوم به الجهاز المركزي للتقييس والسيطرة النوعية التابع لوزارة التخطيط بحدود {20%} من الايرادات المتأتية عن تنفيذ تلك الاعمال استثناءً من قانون الادارة المالية رقم {95} لسنة 2004 او اي قانون اخر يحل محله.
المادة- 17 –
لوزارة المالية تسديد مبلغ نسبة الفائدة البالغة {4%} {اربعة من المائة} من اجمالي القروض الممنوحة لمشروع بسماية السكني.
المادة-18-
اطفاء الديون المستحقة للحكومة بذمة المكلفين بدفع الضريبة جراء استمرار الجهات الرسمية بتطبيق المادة {20} من قانون الموازنة لسنة 2008 للمدة من 1/1/2009 ولغاية 31/12/2011 استنادا الى احكام الفقرة {11} من القسم الرابع من قانون الادارة المالية رقم {95} لسنة 2004 او اي قانون اخر يحل محله.
المادة-19-
أ-عدم التعيين في اية وظائف قيادية {مدير عام فما فوق} مالم يوجد لها درجة في قانون الوزارة او الجهة غير المرتبطة بوزارة او تعليمات اشغال المنصب.
ب-يحال الموظف بدرجة {مدير عام فما فوق} والذي لا يدير تشكيل اداري بمستوى مديرية عامة فما فوق على التقاعد وفقا لقانون التقاعد الموحد مباشرةً بعد نفاذ هذا القانون او ينقل الى دائرة اخرى عند توفر الشاغر الذي يتناسب مع عنوانه الوظيفي وبموافقة الجهة المنقول اليها.
المادة -20-
يتم احتساب مستحقات الشركات الاجنبية العاملة في اقليم كردستان لغرض استخراج النفط من ضمن حصة الاقليم البالغة {17% }.
المادة -21-
اولا -تحول جميع ايرادات هيئة والاعلام والاتصالات لعام 2016الى حساب الخزينة العامـــــة الاتحادية للدولة بعد استقطاع مبلغ الموازنة الخاص بها والمصادق عليها من قبل مجلس الأمناء ووزارة المالية الاتحادية.
ثانيا – على هيئة الاعلام والاتصالات إلزام شركات الهاتف النقال بتسديد ما عليها من مبالغ وغرامات والتزامات مالية خلال النصف الاول من عام / 2017 وتسجل ايراداً للدولة.
المادة-22-
على وزارات الكهرباء، الاتصالات، الاعمار والإسكان والبلديات العامة، وامانة بغداد بتفعيل جباية اجور الكهرباء والهاتف والماء والمجاري وجميع الرسوم الاخرى المنصوص عليها ضمن قوانينها الخاصة عن الخدمات المقدمة للمواطنين واصحاب الاعمال والمصانع والجهات الحكومية والقطاع العام وغيرها لغرض زيادة مواردها الذاتية.

Article -33-
First -aly the Ministry of Finance retrenchment and reduction of fuel amounts and maintenance of vehicles used, as follows:
a-five cars each and every one of the heads of the three governing bodies and four cars to the Vice chairman of the board of Representatives.
b-three cars to the minister or Badrjtah .

Second – borne by the employee who uses a car from the parking state fuel and maintenance expenses in full with the exception of operational cars and farm productivity and ambulances and cars staff transport and security services .
III non – payment of pensions to any employee of the state employees and thepublic sector including senior of the three presidencies officials until after discharge from state property movable and immovable and retroactively to the Office ofFederal financial Supervisory report to the House of Representatives no later than the end of the first quarter of / year 2017.

Article – 34.
First , deduct the percentage {4.8%} of the total salaries and allowances for all state employees and the public sector and pensioners all to meet the state ‘s needs from the popular crowd and relief to the displaced and other expenses among the allocations earmarked within the federal budget for the current year.
Second: the Kurdistan Regional Government is committed to deduct a percentage of {4.8%} of the total salaries and allowances of all employees and retirees in theKurdistan region to meet the needs of the region , including the needs of thePeshmerga forces of the region ‘s share amounting to {17%} included in the federal budget for the current year.
Article – 35.
at the Ministry of Finance to open a current account for the Association of thepopular crowd deposited the cash contributions to the body and that is allocated the corresponding part of the budget authority the popular crowd and the commander of the year armed forces move that account to buy the necessary supplies.
Article -36-

Article -37-

Article -39-

Article – 42.

Article – 43.
The Ministry of Finance bear the amount of the advances and benefits granted toeach of the cited after the date of 9/4/2003} {due to the terrorist attacks of employees of ministries and departments not associated with the Ministry and theprovinces with regard to Bzmmanm of debt.
article – 44.
Federal Minister of Finance Add allocations for the disbursement of salaries and allowances to employees of the departments in the areas under the control of theorganization Daesh terrorist after the liberation of their regions and their return to thecircuit that was employed previously or when needed due to the shortfall in employee compensation expense, salaries and retirement rewards.
Article -45-

Third -aly the Ministry of Finance restore the land and the abolition of the sales contract without compensating the buyer in the event of breach of legally defined conditions.

Fifth -aly the Minister of Finance in coordination with the Minister of Agriculture toissue instructions for the implementation of this article , following the approval of thecabinet.
Article -46-

Article -47-
