Kurds demand long-term solutions to oil dispute after agreement reached with Baghdad

IRBIL, Iraq – Goran Mohammed had just completed his second year of university in the northern Iraqi city of Irbil when he dropped out to help his father run the family grocery store. When that still did not earn the family enough money, the 19 year old was forced to take a second job as a taxi driver.

“I would prefer to stay in school or go fight (against the Islamic State group) with the peshmerga, but my family needs every penny,” he said.

Mohammed’s difficulties reflect that of his region, where the semi-autonomous Kurdish Regional Government has struggled to stabilize the local economy in the face of a militant onslaught and an expensive financial dispute with the Iraqi central government in Baghdad.

Negotiations between the two sides yielded some progress Thursday after Baghdad agreed to release $ 500 million in frozen budget payments. In return, the Kurds will provide 150,000 barrels of oil per day for Baghdad to sell. The dispute, which resulted in a freeze on payments of Kurdistan’s share of the national budget, has had a significant impact on Kurds living in the north – many of whom have not received salaries in months.

But while the cash infusion may provide temporary relief, many here say it is nowhere near enough to stabilize the Kurdish economy amid the Islamic State group insurgency, which has driven more than 1 million people to seek refuge in northern Iraq.

Hiva Mirkhan, a member of the Kurdish parliament and part of the Kurdish parliament’s finance committee, said the $ 500 million will only cover about 71 percent of the overdue government salaries. The other 29 percent, she said, must still be fronted by the Kurdish government.

Baghdad moved to withhold the 17-percent share of the national budget normally earmarked for the Kurdish region – an estimated $ 20 billion – after the Kurds independently shipped oil to Turkey in January without going through the Iraqi Oil Ministry. In May, the Kurdish government went a step further and sold the 1.05 million barrels – worth more than $ 100 million at the time – in Turkey.

Iraq’s Supreme Court in June rejected a request from the central government, under then-Prime Minister Nouri al-Maliki, to outlaw direct oil exports from the Kurdistan region – a decision which some Kurdish officials interpreted as a license for further independent sales. The US has supported the Iraqi government’s restrictions on independent Kurdish oil sales but the State Department has yet to intervene in any sale.

The budget payment may have inspired some confidence in Iraq’s new government, led by Prime Minister Haider al-Abadi, who has promised a quick resolution to the problem. However, Kurdish officials are looking for a more concrete show of good faith from Baghdad.

“It must be solved systematically,” said Sharko Jawdat, a lawmaker with the Kurdish parliament and member of the oil committee. “There needs to be a legal solution to these problems.”

In recent weeks, however, the battle against the Islamic State group has overshadowed the issue. Tens of thousands of men have left their homes and jobs for the front lines, further adding to the regional economic slowdown.

The Kurds have taken advantage of the chaos to push into disputed territory, including the oil-rich province of Kirkuk, reigniting a decades-old dream of Kurdish independence. Meanwhile, northern Iraq faces an unprecedented burden of providing shelter to more than 1 million people who fled the fighting.

“It’s putting tremendous pressure on the Kurdish government,” said Ali Kurdistani, an independent political analyst in the Kurdish province of Sulaymaniyah. “When you have this many refugees … it affects jobs, since they are also looking for jobs. There are not enough schools for students, there are not enough places to live, and other things like health care and basic services aren ‘t enough. ”

Mario al-Jebouri, who owns a real estate company in Irbil, said property prices have plummeted after being hit by the budget cut and the Islamic State group’s offensive.

“Some developers are selling their properties at a 50-percent lower cost than they were eight months ago,” he said. “The infrastructure projects need a cash injection, which is far greater than $ 500 million (but) the first priority is to have people receive their salaries.”

Still, some are hopeful that Thursday’s agreement will have a positive impact on business.

“We were obliged to decrease the prices because nobody was buying,” said Yassin Ahmed, a salesman at the secondhand market in Irbil. “If the government pays the salaries people will buy more.”

For top US general, a sober return to still-divided Iraq

At meetings over the weekend, soldiers and Marines asked General Martin Dempsey variations on the same basic question: Even if the US-backed campaign succeeds in rolling back Islamic State, what is to prevent this from happening again, years from now?

“I’m not surprised I’m back, to be honest with you,” he told Reuters.

Three years after US combat troops went home and left the Shi’ite-dominated government to oversee the peace, a small US force is back and again helping to stop Sunni militants who threaten to overrun the country.

Dempsey said Iraq’s new prime minister, Haider al-Abadi, had taken some positive steps and that Iraq’s new leaders appeared “much more thoughtful about what it might take to actually settle things down.”

For many of the Americans, like Dempsey, being in Iraq stirs up old memories. The general asked a group of troops to raise their hands if they had been stationed in Iraq once, twice, three times before. Hands in the audience kept going up as he called out higher numbers, four, five.

Dempsey assured them this campaign was different, with forces farther from the fight and far fewer in number – totaling up to 3,100 in the coming months, as opposed to a peak of about 170,000 under President George W. Bush.

“I want them to understand that this is not like it was,” Dempsey said in an interview. “This is not about us being in the lead in any sense. This is about us expecting that Iraq recognizes the threat it faces and is looking to us to help them, advise them.”

Some critics in the US Congress say the mission does not go far enough. Dempsey has himself acknowledged US forces might be needed to accompany Iraqi or Kurdish forces into combat to guide air strikes during a complex operation.

One soldier asked Dempsey whether he considered Iraq a combat deployment. Sidestepping political sensitivities, Dempsey said US troops were deployed in a “combat advisory role.”

Hagel Says US Speeding up Training of Iraqi Forces

Defense Secretary Chuck Hagel said Sunday that the US military is accelerating its efforts to train and advise Iraqi forces fighting Islamic State militants.

Hagel said US special operations troops in Iraq’s western Anbar province are getting an early start on the train-and-advise effort. He said the effort began a few days ago, but did not provide details.

The Pentagon chief spoke to reporters after observing Army training in California’s Mojave Desert.

According to plans laid out last week, the US expects to train nine Iraqi security forces brigades and three Kurdish Peshmerga brigades.

Hagel said the speed-up was recommended by Gen. Lloyd Austin, the commander of US Central Command.

Hagel’s spokesman, Navy Rear Adm. John Kirby, said later that Austin believes getting an early start on training Iraqi forces in Anbar may prompt other countries with a stake in the fight against Islamic State to commit trainers to Iraq.

Approaching the problem of ill-trained and poorly motivated Iraqi soldiers as a coalition rather than as a unilateral US undertaking is a key pillar of US strategy. Partnership is seen as a way of undermining the ideological appeal of Islamic State.

Kirby said a number of countries have made verbal commitments to provide trainers, but he said he could not identify them because they have yet to publicly announce their intended contributions.

The US announced earlier this month that it will send another 1,500 troops to Iraq to expand training and advising of Iraqi security forces. But those troops have not yet departed the US, leaving some to question how urgently Washington viewed the mission.

The special operations troops that Hagel said Austin is now putting at al-Asad air base in Anbar had been operating as 12-man advisory teams elsewhere in Iraq since last summer. Kirby said about 50 are now at al-Asad, which was a major air hub for US forces during the 2003-11 war.

The Islamic State group holds key cities in Anbar, including Fallujah.

During his stop at Fort Irwin to see Army desert training, Hagel gave a pep talk to a few hundred soldiers. One asked Hagel when the US was going to send an invasion force to Iraq to fight the Islamic State group.

Hagel said that was not in the cards, echoing President Barack Obama’s belief that it would make no sense.

“This has to be an Iraqi effort,” Hagel said, adding: “It is their country. They have to do this themselves.”

Hagel said he planned to speak Monday with Gen. Martin Dempsey, the Joint Chiefs chairman who spent the weekend in Iraq.
